Purchase MOQ & Freight

Purpose

Purchase MOQ & Freight evaluates supplier order minimums and free-freight thresholds on native RFQs. A rule can provide an informational warning, block confirmation, require manager approval or require a controlled freight line. It explains which rule won and shows the remaining shortfall.

Minimums are aggregate order metrics: amount, convertible quantity, cases, weight, volume or distinct products. This is not a per-product reorder-point planner. The app adds controls to Purchase and vendor screens rather than creating a separate top-level app.

Before you start

Install the version-matched package with native Purchase (purchase). No Enterprise-only dependency is declared. Prepare the products and units needed for the selected metric. Case rules need explicit product conversions; weight and volume rules need product measurements. A freight rule needs a purchasable service product, currency, amount and suitable purchase taxes.

This guide follows the 19.0 source workflow. Other listed releases received selected source comparisons; no runtime purchase action was performed for this guide.

Access and roles

Purchase users can read rules, review thresholds, request exceptions and perform the allowed RFQ freight and acknowledgement actions. Their exception access is restricted to requests they made or RFQs for which they are the buyer, within allowed companies.

Vendor Order Rule Manager inherits Purchase manager access and can configure rules and settings, decide exceptions, and reconcile manually edited protected freight. Managers can see exceptions across their allowed companies. Self-approval is prohibited unless the company setting explicitly permits it. Ask an administrator for the dedicated role; ordinary purchasing access does not grant rule-maintenance rights.

Setup and menu

Open Vendor Order Rule Settings under Purchase configuration to enable the company’s guard and configure defaults, including the freight product and self-approval choice. Then open Vendor Order & Freight Rules.

Set the company, dates and priority, with optional vendors, vendor tags, destination addresses, product categories, currencies and buyer groups. One matching rule wins: higher priority, more populated scopes, lower sequence and then record order. Why This Rule on the RFQ explains the choice.

Enable the minimum and/or free-freight threshold and select their metrics. Amount uses eligible commercial-line untaxed subtotals converted into the threshold currency at the order date. Quantity requires compatible units; cases use explicit conversions. Configure freight as No Freight, Suggested or Mandatory, then choose the rule action. Use the rule’s test action to inspect a suitable RFQ after saving the configuration.

Workflow

  1. Open an RFQ and enter vendor, destination and product lines. On Vendor Rule, inspect the effective rule, counted metrics, minimum remaining and free-freight remaining.
  2. Resolve Rule Incomplete before proceeding. Missing case conversions, incompatible units or absent measurements prevent reliable calculation and block the confirmation gate.
  3. If below the minimum, increase the order or follow the configured action. Block Confirmation stops the purchase. Manager Approval exposes Request Exception; enter a reason and have a Vendor Order Rule Manager review Vendor Rule Exceptions.
  4. If freight is needed, select Add/Update Freight. The app creates or updates a managed service line using the rule’s freight amount, currency conversion and applicable taxes. The action does not confirm the order.
  5. Confirm the RFQ normally. An Informational Warning below the minimum requires a reasoned acknowledgement on each RFQ separately. A mandatory freight rule requires a valid managed freight line. Native approval also runs the checks again.
  6. Inspect Rule Exceptions and Threshold Summary for supporting decisions. Use Minimum Order & Freight Analysis under Purchase reporting to review orders and shortfalls; the list provides a CSV export.

If someone changes a managed freight line’s price or taxes, use Add/Update Freight as a rule manager to open Reconcile Freight Line. Review the edit, then accept eligible manual changes or restore rule values through the wizard. Do not add a second arbitrary freight line to bypass the managed-line check.

Practice scenario

In an authorised test database, fictional Northbank Supplies requires an untaxed minimum of 500 and grants free freight from 800 in the chosen threshold currency. Create a rule for that vendor with Manager Approval, mandatory freight below 800, and a service charge of 25. An RFQ for 450 should show a minimum shortfall of 50 and free-freight shortfall of 350. Request the exception, add managed freight, and inspect the expected confirmation checks. This source-derived scenario was not executed.

Increasing eligible goods to 800 should change the free-freight result. Recheck any existing freight line and approval; the app does not make an old exception current for changed order facts.

Troubleshooting and limitations

Freight service lines and excluded commercial lines do not inflate the goods threshold. Missing metric information blocks even if an informational action was chosen. For quantity and case metrics, validate conversions rather than summing incompatible units.

An exception is tied to the order/rule snapshot. Relevant changes can make it stale and require a new request. A warning on several selected RFQs must be handled one order at a time. A blocking rule has no ordinary manager-exception bypass.

Add/Update Freight is unavailable when the RFQ qualifies for free freight or has no freight action. The helper is not a carrier quotation service, freight invoice reconciliation or automatic receipt validation. Review previously added freight if order facts later change.

Qualified catalogue versions are 15.0, 16.0, 18.0, 19.0 and 20.0; 17.0 source exists but has no qualified live-demo pair here. Versions 15–16 adapt freight signatures and computations for their native purchase lines without the modern discount field. Version 20 adapts units and access-policy definitions. Install the exact major-version build; these selected comparisons are not runtime certification.
